The government has published its response to the consultation on smart charging.
The final outcome sets out the government’s response and policy proposals, the main elements of which are that:
- we will lay secondary legislation in autumn 2021 under the Automated and Electric Vehicle Act 2018 to mandate that private chargepoints sold in Great Britain must be smart and meet minimum device-level requirements
- we will continue with a phased approach to smart charging legislation and aim to consult on proposals for phase 2 legislation in 2022
- we intend to take forward further work to explore whether private chargepoint location and energy data should be shared with specified parties
The Electric Vehicles (Smart Charge Points) Regulations 2021 were made (signed into law) on 15 December 2021. They will be brought into effect from 30 June 2022, except for the security requirements in schedule 1, which will be brought into effect from 30 December 2022.

Consultation description
Consultation on proposals for electric vehicle chargepoint smart technology regulations. The proposed regulations would require that electric vehicle chargepoints sold or installed in the UK have smart charging functionality included.
Additionally we are researching:
- what is needed to implement a long term solution for electric vehicle charging
- how chargepoint data could be used help ensure better electricity network planning
through a call for evidence.
