Consultation description

This study sets out the scope of the ‘Shaw report’ on Network Rail. It contains discussion questions for everyone involved in the railway, including:

• operators
• suppliers
• employees
• passengers

Background to the ‘Shaw report’

The government has asked Nicola Shaw, Chief Executive of High Speed 1, to advise on the longer term future shape and financing of Network Rail. This was announced in the Summer Budget 2015.
