Equality and diversity

Ofqual seeks to provide equality of opportunity for all, while recognising and valuing our individual differences.

Ofqual is committed to fulfilling its duties in relation to equality, diversity and inclusion, both as a regulator and an employer.

Below are publications and consultations relating to this commitment.

Summary documents

We published Official statistics on Access arrangements for GCSE, AS and A Level: 2021 to 2022 academic year in November 2022.

We produced guidance for awarding organisations, following consultation on producing accessible assessments – including exams. The wide range of learners’ needs formed the heart of our proposals, including those of disabled learners, and the guidance has been incorporated into Condition D of the Ofqual Handbook.

Our People strategy outlines in detail how we will deliver our commitment to create and maintain an inclusive working environment that provides equality of opportunity for all, while recognising and valuing our individual differences.

Our equalities report 2022 to 2023 is a summary of how we have fulfilled our duties in relation to equality, both as a regulator and an employer. It covers the period from April 2022 to March 2023.

We work with other qualifications regulators, awarding organisations and representative organisations through a group called the Access Consultation Forum (ACF).

We undertook a qualitative research study in 2019 to improve our understanding of how assistive technology (AT) is being used in the assessment of general qualifications.
