Freya Guinness

Biography
Freya Guinness is Chief Operating Officer at the Department for Science, Innovation and Technology (DSIT).
Freya was Director General for Corporate Services at DSIT from February 2023 to December 2025, and held the same role at the Department for Business, Energy and Industrial Strategy (BEIS) from April 2021 to February 2023.
Before this, Freya was Director for Corporate Operations and Organisational Development at the Office of Rail and Road (ORR), where she provided strategic and operational leadership across all of the organisation’s corporate activities.
She has also held roles at other regulatory bodies, including the Competition and Markets Authority (CMA) and Ofcom.
Earlier in her career, Freya worked in the private sector as a management consultant and in telecoms.

The Director General (DG) is responsible for the following areas:
- analysis
- commercial
- communications
- digital
- estates and security
- finance
- human resources and transformation
- legal
They are also the DG sponsor for the Matrix Programme.
