I am writing to inform you of the outcome of the statutory consultation conducted by the Regulator of Social Housing regarding changes to its fees principles, which took place from 5 September to 31 October 2023.

After thorough consideration and analysis of the feedback received during the consultation period, which was supportive of our proposed approach, I am pleased to share the following:

The new fees regime is scheduled to come into effect from 1 July 2024. We will invoice registered providers for their 2024-25 fees in June.

In accordance with the revised fees principles, fees for the period from 1 July 2024 to 31 March 2025 have been set at £6.96 per unit for large private registered providers and £4.97 per unit for large local authority registered providers. This covers the period to the end of the financial year following those already charged to large private registered providers for the period from 1 April 2024 to 30 June 2024. The unit rates being charged have been calculated as pro-rata proportions of annualised per unit fees of £9.28 for large private registered providers and £6.63 for large local authority registered providers. This compares with the estimated rates set out in the consultation of £9-10 per unit for large private registered providers and £7-8 per unit for large local authority registered providers.

Small private registered providers (owning fewer than 1,000 units) will be invoiced a flat fee of £562.50, consisting of £75 for the period from 1 April 2024 to 30 June 2024 and £487.50 for the period from 1 July 2024 to 31 March 2025. This reflects an annualised flat fee of £650 per entity which compares with an estimated fee set out in the consultation of £600-700.
