The bill
On 24 January 2022, the government introduced the High Speed Rail (Crewe – Manchester) Bill into Parliament to secure the powers to construct and maintain HS2 Phase 2b, between Crewe in Cheshire and Manchester.
The bill grants the powers to:
- build and maintain HS2 and its associated works
- compulsorily acquire interests in the land required
- affect or change rights of way, including the stopping-up or diversion of highways and waterways (permanently or temporarily)
- modify infrastructure belonging to statutory undertakers (for example, utility companies)
- carry out work on listed buildings and demolish buildings in conservation areas
- carry out protective works to buildings and third-party infrastructure
- make necessary changes to existing legislation to facilitate construction and operation of HS2
It also grants the necessary changes to existing legislation to facilitate construction and operation of the HS2 Phase 2b (Crewe – Manchester) scheme.

The High Speed Rail (Crewe – Manchester) Bill
The bill secured its Second Reading in the House of Commons on 20 June 2022, by 205 votes to 6.
Second Reading triggered a petitioning period that began at 9am on 21 June 2022 and ended at 5pm on 4 August 2022. For further information on the petitioning process, visit the UK Parliament website.
On 6 July 2022, the government deposited Additional Provision 1 (AP1) and Supplementary Environmental Statement 1 (SES1) in Parliament. These proposed amendments to the bill and provided additional environmental information.
On 3 July 2023, the government deposited Additional Provision 2 (AP2) and Supplementary Environmental Statement 2 (SES2) in Parliament. These proposed further amendments to the bill and provided further additional environmental information.
On 19 July 2023, the House of Commons Select Committee on High Speed Rail (Crewe – Manchester) Bill published its first special report of the 2022-23 session, announcing its first decisions.
On 14 September 2023, the government published its response to the Select Committee’s First Special Report.
