Disclosure and Barring Service (DBS) included the appellant on the adults’ and children’s barred lists because of her conduct towards other staff and service users that DBS considered gave rise to a risk of harm to vulnerable adults (and would give rise to a risk of harm to children if repeated against them). The Upper Tribunal finds that there was no mistake of fact or law in DBS’s decision and dismisses the appeal.
