Judicial Summary

The DBS did not make a mistake of fact in finding that a child truthfully disclosed that her mother had sexually abused her. The child’s disclosure of sexual abuse was, on a balance of probabilities, truthful. While there was no direct corroborative evidence, the manner in which the child disclosed sexual abuse by a close family member was characteristic of a child who was telling the truth, and consistent with many features of truthful disclosure identified in government guidance about dealing with children who have been sexually abused.
