Judicial Summary
A licensed operator of goods vehicles is required by regulation 25 of the Goods Vehicles (Licensing of Operators) Regulations 1995 to maintain an effective address for correspondence with the Office of the Traffic Commissioner (OTC). If the operator fails to do so and, in consequence, does not receive the OTC’s proposal to revoke notice, that has no bearing on the validity of the Traffic Commissioner’s subsequent decision to revoke the operator’s licence.
