Judicial Summary

The Traffic Commissioner did not overlook the Appellant’s case at public inquiry. The Commissioner rejected the Appellant’s case which is not the same thing as overlooking it. If the Commissioner had overlooked the Appellant’s case, the Commissioner could not have rejected it.
