Information Rights – Qualified Exemptions – ‘law enforcement’ Decides: whether inquest proceedings involve “ascertaining whether any person is responsible for any conduct which is improper”, bringing them within the scope of the ‘law enforcement’ exemption in section 31(1)(g) read with section 31(2)(b) of Freedom Of Information Act; and whether a risk that public confidence in the outcome of proceedings might be undermined can itself amount to risk of prejudice to those proceedings.
