Refusal of Section 4 support. Opinion of the Secretary of State that there is a viable route of return is unassailable – Regulation 3(2)(c) cannot be satisfied. Regulation 3(2)(a) concerns the steps taken by an appellant to leave the UK and whether such steps are reasonable, not whether it is reasonable to take them in the first place. Regulation 3(2)(a) is not satisfied.
