Refusal of Section 4 support. Regulation 3(2)(a) concerns the steps taken by an appellant to leave the UK. Questions of the risk of taking such steps should be addressed by making a fresh asylum claim and not considered by the Tribunal under Regulation 3(2)(a). Regulation 3(2)(a) should also not be read as reopening any question of viable route of return. Regulation 3(2)(a) not satisfied and the appellant found not to be destitute.
