Referral of the proposed subsidy to Jomast Developments Limited by Tees Valley Combined Authority in relation to the Hartlepool Waterfront Housing Scheme

The Subsidy Advice Unit (SAU) has accepted a request for a report providing advice to Tees Valley Combined Authority (TVCA) concerning its proposed subsidy to Jomast Developments Limited.

Request from TVCA

11 November 2024: The SAU has accepted a request for a report from TVCA concerning the proposed subsidy to Jomast Developments Limited. This request relates to a Subsidy of Particular Interest.

The SAU will prepare a report, which will provide an evaluation of the TVCA’s assessment of whether the subsidy complies with the subsidy control requirements (Assessment of Compliance). The SAU will complete its report within 30 working days.

Information about the subsidy provided by TVCA

TVCA is providing £15 million of Brownfield Housing Fund funding to Jomast Developments Limited (Jomast). Funding will be available against agreed land remediation costs for the existing brownfield sites situated on Hartlepool Waterfront and on which the project will be brought forward by Jomast for the provision of a new 650 home community, with additional commercial space.

The project comprises seven sites in close proximity to each other and Hartlepool town centre. Jomast are seeking to develop the sites to deliver a residential led scheme with water frontage in the centre of Hartlepool, providing a mix of family, young professional, retirement and affordable housing. In total, 650 new homes will be provided. The project is within two identified focus areas within the Hartlepool Development Corporation Masterplan for the area and the local plan.

The SAU will only take your submission into account if it can be shared with the TVCA. The SAU will send a copy of your submission to the TVCA together with its report. This is to allow the public authority to take account of the submission in its decision as to whether to grant or modify the subsidy or its assessment. We therefore ask that you provide express consent for your full and unredacted submission to be shared. We also encourage you to share your submission directly with the TVCA using the email address provided above.

The SAU may use the information you provide in its published report. Therefore, you should indicate in your submission whether any specified parts of it are commercially confidential. If the SAU wishes to refer in its published report to material identified as confidential, it will contact you in advance.
