The Trade in Animals and Related Products (Amendment) (EU Exit) Regulations 2018
The purpose of this instrument is to address failures of domestic legislation and other deficiencies arising from the withdrawal of the UK from the EU. This instrument is made under the EU (Withdrawal) Act 2018 (“the Withdrawal Act”) to amend EU-derived domestic legislation in England, Scotland and Wales in relation to trade in animal and animal related products. No policy changes are being introduced by these amendments, which are technical in nature and would come into force in a ‘no deal’ scenario only.

Sifting committee recommendation
The Commons sifting committee agreed with the government that this statutory instrument does not have to have a debate in parliament, though one may still occur. However, the Lords sifting committee disagreed with the government and recommended that this statutory instrument needs to be debated in parliament.
