Call to run a project focusing support on enabling unemployed and inactive residents to develop the work-based skills required to secure and sustain employment in Tees Valley LEP area.

Details
The project must be delivered across all five of the Tees Valley Local Authority areas: Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton-on Tees.
A sector skills routeways approach is to be undertaken, enabling unemployed and economically inactive Tees Valley residents to develop the work-based skills and competencies required by the local economy e.g. SMEs in priority, high demand, and replacement demand sectors.
There should be a focus on supporting individuals that fall into one or more of the following target groups:
- People aged 50+
- People with a health problem (physical and/or mental)
- Carers returning to the labour market after a period of absence
- People who have been unemployed for between 6 and 12 months
- Women
As well as supporting individuals to develop/improve work based skills, there should be intensive employability support to help address an individual’s barriers to work (childcare, health, transport, financial), alongside in-work support for up to twelve months.
Applications are encouraged from consortia or other similar types of partnership arrangements. In each such case the application must be completed and submitted in the ECLAIMS IT system by the lead organisation on behalf of the partnership/consortia. The Lead applicant must have the financial capacity to meet the required Due Diligence criteria and if ESF funding is awarded, this organisation will then become the lead Grant Recipient, accountable for delivery of the overall ESF Project.

Approximately £4.76m of ESF is available.
Deadlines
Full application deadline: 4 November 2019
Completion date
Projects must be completed no later than 3 years and 6 months after the proposed project start date, however the ESF Managing Authority reserves the right to vary the maximum duration in exceptional circumstances. All ESF Projects must be completed by 31st December 2023. Project costs cannot be incurred beyond this date.

Full Applications submitted in the ECLAIMS IT System after the call closing date shown above and on the call specification will not be appraised.
If you do not already have access to the ECLAIMS IT system, please request an ‘ECLAIMS External Access Form’ by emailing E.CLAIMSSUPPORT@dwp.gov.uk
You will need to request an External Access Form for each person in your organisation who requires access. It is your responsibility to ensure you request and activate your ECLAIMS access in sufficient time. We strongly advise that you obtain and activate your ECLAIMS access at least 2 weeks prior to the advertised call closure date, if not sooner.
