Call to run a project to provide quality advice on apprenticeships and skills for learners and employers and access to funding for responsive skills in the Liverpool City Region LEP area.

Details

The aim of this call is not to directly deliver apprenticeships but to support employers and learners to find apprenticeship and skills provision of the right breadth, quality and volume, which are key to driving productivity through skills in the Liverpool City Region and to improve the quality and breadth of that provision locally. Proposals should include:

  • Promotion of apprenticeships and provision of advice and guidance to learners and employers as to which apprenticeships they can access for personal and economic development.

  • Promotion of apprenticeships particularly to address labour market underrepresentation of:
    • Women;
    • People with learning difficulties and disabilities;
    • People without English, Maths, IT qualifications at Level 2;
    • People from black and ethnic minority backgrounds;
    • People returning to the labour market following parental or caring responsibilities; and
    • People with experience of the care system.
  • Skills support for traineeships and apprenticeships including improvements to recruitment and assessment.

  • Support for intermediate, technical and advanced skills for specific industries and sectors set out in the Liverpool City Region’s Skills for Growth Action Plans. This support must include an element of cash co-investment by employers and follow a Training Needs Analysis conducted by an impartial skills broker. This should show alignment to the Liverpool City Region Local Growth Hub, (To note - It is the responsibility of the applicant to ensure that the “Match” i.e. employer co investment - meets the ESF eligibility rules.)

  • Skills and training packages in response to redundancies (including earlier support to companies, as well as when redundancy occurs).

Applications are encouraged from consortia or other similar types of partnership arrangements.

The project must cover the Liverpool City Region LEP Area.

Value

Approximately £5.5m of ESF is available.

Deadlines

Full application deadline: 2 July 2019

Completion date

Projects must be completed no later than 3 years and 6 months after the proposed project start date, however the ESF Managing Authority reserves the right to vary the maximum duration in exceptional circumstances. All ESF Projects must be completed by 31st December 2023. Project costs cannot be incurred beyond this date.

To apply for funding under this call you will need to complete and submit your Full Application via the ECLAIMS IT System.

Full Applications submitted in the ECLAIMS IT System after the call closing date shown above and on the call specification will not be appraised.

If you do not already have access to the ECLAIMS IT system, please request an ‘ECLAIMS External Access Form’ by emailing E.CLAIMSSUPPORT@dwp.gov.uk.

You will need to request an External Access Form for each person in your organisation who requires access.

It is your responsibility to ensure you request and activate your ECLAIMS access in sufficient time. We strongly advise that you obtain and activate your ECLAIMS access at least 2 weeks prior to the advertised call closure date, if not sooner.
