You need to be registered with the Department of Agriculture and Rural Development (DARD) to transport unmixed restricted or prohibited animal proteins in bulk in Northern Ireland.

You need to register if you are transporting unmixed (straight) products that are not enclosed or wrapped in packaging.

‘Restricted animals proteins’ refers to products restricted for use in non-ruminant feed and includes:

  • fishmeal
  • blood products from non-ruminants
  • blood meal from non-ruminants - but only where fed to farmed fish
  • dicalcium phosphate and tricalcium phosphate of animal origin

Non-ruminant animals include

  • pigs
  • poultry
  • horses
  • farmed fish

Ruminants include: - cattle - sheep - goats - other animals which chew the cud

Prohibited animal proteins are processed proteins which are banned from all livestock feed (in addition to those on the restricted proteins list above) and bulk products, including petfood, organic fertilisers and soil improvers, which contain processed animal proteins.

How to apply

You need to give the following details:

  • your details
  • address of the operating base
  • types of product to be transported
  • details of each vehicle used solely for the transport of those products
  • details of each transport vehicle used for other purposes as well as these products

Conditions

You must ensure that vehicles used for transporting restricted or prohibited animal proteins are only used for that purpose.

If you want to use vehicles for any other purpose, you must thoroughly cleanse them first, unless this purpose involves the transport of other ingredients intended for the same end-product.

This cleansing must be officially supervised by DARD inspectors. Advance notice must be given to DARD to allow the cleansing to be inspected.

There are specific cleaning standards for vehicles that transport prohibited proteins, involving disinfection or pressure cleaning.

There is an exception for vehicles that transport fishmeal. You may use such a vehicle for other purposes without an official inspection provided that:

  • the vehicle is cleansed to a sufficient standard to remove all traces of the feed containing fishmeal, including the tarpaulin or easy sheet used to cover the feed
  • the cleansing process is inspected by the haulier
  • records of the inspection are kept by the haulier

Fines and penalties

You may be fined and/or imprisoned for up to 2 years or both if you fail to register or comply with any cleansing conditions.
