This project updated the Modelling and Decision Support Framework (MDSF) to include a better way of assessing risk from assets based on ‘Risk Assessment for Strategic Planning’ methods.

Details
The ‘Modelling and Decision Support Framework’ is a tool for the Environment Agency and consultant staff to use to develop:
- Catchment Flood Management Plans (CFMPs)
- Shoreline Management Plans (SMPs)
- a number of other flood studies
It was developed by:
- HR Wallingford
- Halcrow
- Centre of Ecology and Hydrology
- the Flood Hazard Research Centre (FHRC) for Defra and the Environment Agency
This project produced an updated version of the MDSF - MDSF2 to include an approach based on the Risk Assessment for Strategic Planning (RASP) methods. These methods include an analysis of assets on the basis of probability of failure. This addresses the problem with the original version that it did not take the performance of assets into account, which is important when understanding true risk.
This project started in 2005 and was completed in 2013.
