This report explores the best ways to manage and assess the condition of flood defence systems. Managing flood defences to ensure their performance over time is a considerable challenge. The Environment Agency set up a project to develop methods and tools to improve the way we manage our flood and coastal defence assets.
Outcome
The Performance-based Asset Management System (PAMS) provides evidence to support asset managers in planning when and how to make interventions in defence systems. This report covers the second phase of the PAMS project based on three pilot projects exploring the practical issues faced by asset managers.
This report develops a strategic risk and performance-based approach for flood defence asset management (including embankments, walls and river, tidal and sea defences). Using the case study examples to demonstrate trialled methods, this report delivers:
- a framework and tools for decision-making
- guidance for inspection and condition assessments
- guidance on priority assets for Environment Agency flood and coastal risk management (FCRM) staff
It has supported guidance and training materials for staff since February 2010.
This project ran from 2004 to 2012.
