The government response summarises the feedback and evidence received to this call for evidence. A total of 114 responses were received from a range of stakeholders with an interest in community energy.
The purpose of this call for evidence was to gather evidence to understand more about:
- the barriers to community energy projects
- the potential changes which could be put in place to overcome the barriers
- the most effective government schemes which support community energy
- any co-benefits and wider system impacts (both positive and negative) of community energy projects
Government is learning from the responses to this call for evidence in order to inform its work on community energy.

Call for evidence description
Community energy projects involve groups of people coming together to purchase, manage, generate, or reduce consumption of energy. This includes, but is not limited to:
- solar panels
- wind farms
- hydro power
- rural heat networks
- electric vehicle charging points and car clubs
- fuel poverty alleviation schemes
We are seeking views and evidence on the barriers to community energy projects in England only. We recognise though that there may be some issues which are reserved to the UK government, and that we may receive responses about UK-wide barriers to the development of community energy schemes.
We welcome responses from anyone with an interest or involvement in the community energy sector.
