The summary of responses paper provides a general overview of the number and type of responses received, followed by a more detailed summary of responses in each question area, identifying themes in the responses received. Evidence responding to any or all of these questions was welcomed. The initial deadline for responses was 20 November 2020, later extended to 18 December 2020.

This call for evidence is seeking views on challenges to progression in low pay sectors, benefits of progression to employers and localities, and examples of good practice across the country.
The call for evidence invites views on the on the following:
- specific barriers to progression in the areas of retail, hospitality, construction, business support services, and care work
- impact of progression pathways and other initiatives on businesses
- benefits of identifying and nurturing existing talent
- the importance of progression for enabling and empowering people to change jobs
- how to embed a culture of lifelong learning in the workforce
- the role of Jobcentres in supporting progression
