We published Paul Gray’s first independent review of the Personal Independence Payment (PIP) assessment on 17 December 2014.
In his review, Paul Gray explored how PIP is operating and the effectiveness of the assessment. He set out a series of recommendations based on information gathered throughout the review. The recommendations focus on 3 main areas:
- improving the claimant experience
- clarifying and improving the collection of further evidence
- the overall effectiveness of the assessment

Call for evidence description
The Department for Work and Pensions has appointed Paul Gray CB to undertake the first independent review of the Personal Independence Payment (PIP) assessment. This is the first independent review as required by Section 89 of the Welfare Reform Act 2012.
The review includes all stages of the PIP process – from making a claim, the face to face consultation, the daily living and mobility criteria and getting a decision.
This call for evidence is one of several methods used to gather information during the review. Paul Gray will use evidence from this review to inform his report to the Secretary of State for Work and Pensions, which will be laid before Parliament before the end of 2014.
