Using the strategy development toolkit: turning strategy into actions

How Devon Partnership NHS Trust used Monitor's strategy development toolkit to turn strategy into delivery.

Devon Partnership NHS Trust made it a priority to work with staff and service users as part of their strategy development.

Conversations with staff highlighted that the trust needed to improve planning processes to ensure the strategy was being translated into practical actions to deliver the required benefits. Staff also fed back that they wanted a clearer sense of the overall vision, mission and aims of the trust.

Strategic themes to directorate goals

The trust has used the ‘deliver’ stage of the toolkit to break down their strategic themes into objectives, directorate goals and work streams, adapting templates in the toolkit such as the one from Salford Royal NHS Foundation Trust (shown below).

This translated the strategy into practical plans staff can identify with and implement.

This approach was used by all clinical directorates and corporate teams to ensure there was a consistent approach to business planning across the different services and teams.

The results

The trust has a set of delivery plans that are consistent across the 5 directorates and support the overall strategy and vision. The trust also found this was a powerful way of communicating its priorities and aims to all levels of the organisation.
