Authorisation decisions: UK REACH
Authorisation decisions on the time-limited use of hazardous substances of very high concern under UK REACH.
Authorisation is the process under UK REACH that phases out the use of hazardous substances of very high concern (SVHCs). It ensures that these SVHCs are progressively replaced by safer alternatives. Granting an authorisation allows the use of substances on the authorisation list to continue temporarily when the relevant criteria are met.
Applications for authorisation are submitted to the Health and Safety Executive (HSE). Decisions on whether to grant applications for authorisation are made by the Secretary of State for Environment, Food and Rural Affairs.
Consent from the Scottish ministers and Welsh ministers is required for these decisions where the matter relates to devolved competence. The HSE supports this process by providing the Secretary of State, and Scottish and Welsh ministers, with scientific advice.
The HSE has published a database that lists:
- applications for authorisation received by the HSE, including links to the HSE’s opinion (if available) and the decision made by the Secretary of State (if available)
- transitional applications under Article 127G (see below) and the decision made by the Secretary of State (if available)
- authorisations that have been carried over (‘grandfathered’) from EU REACH

Decisions on transitional applications for authorisation
Authorisation decisions made under Article 127G of the UK REACH Regulation relate to a transitional measure of UK REACH.
Article 127G applies to certain authorisation applications that were submitted by GB-based companies under EU REACH. If the application was at the final decision stage before the end of the transition period it can be submitted directly to the Secretary of State for Environment, Food and Rural Affairs to make a decision.
These decisions are informed by the opinions adopted in respect of the EU REACH application by the European Chemicals Agency (ECHA).
