Country and regional development partnership summaries

These country development partnership summaries outline Foreign, Commonwealth & Development Office (FCDO) international development activity.

These country development partnership summaries (CDPSs) provide a high-level overview of the FCDO’s development activity, development priorities, and financial information (including budgets and breakdowns of spend) in a given country or region.

Statistical breakdowns by sector or theme of how Official Development Assistance (ODA) budgets are being spent, for example, are defined for each CDPS rather than through a standard methodology. They are not comparable across each CDPS. This has ensured that each CDPS presents the important themes of work within that country or region.

While CDPSs provide indicative budgets the financial year 2024 to 2025, where available, these are subject confirmation and may change.

Financial year 2024 to 2025 budgets

Initial budget allocations aim to achieve the priorities set out in the International Development Strategy (May 2022) and the Integrated Review Refresh 2023, based on the FCDO’s financial settlement from the Spending Review 2021.  

The FCDO has reviewed spending plans for the period 2022-2023 to 2024-2025 to ensure the government continues to spend around 0.5% of Gross National Income (GNI) on ODA. There were significant and unexpected costs to support people from Ukraine and Afghanistan escape oppression and conflict and find refuge in the UK, and others seeking asylum. The government provided additional resources of £1 billion in 2022 to 2023 and £1.5 billion in 2023 to 2024 to help meet these unexpected costs.

The government remains committed to returning ODA spending to 0.7% of GNI when the fiscal situation allows, in line with the approach confirmed by the House of Commons in July 2021. 

Each CDPS breaks down programme budgets for that country or region for 2023 to 2024 and 2024 to 2025. These allocations are indicative and may change because the department’s work is dynamic. The FCDO continually reviews programme funding allocations to respond to changing global needs, including humanitarian crises, fluctuations in GNI and other ODA allocation decisions. 

These figures do not reflect the full range of UK ODA spending in each individual country or region. This is because they do not include the FCDO’s contribution to the core costs of multilateral organisations. Country allocations also do not include regional programmes that the FCDO’s central departments deliver. Other UK government departments also spend a large amount of ODA overseas.
