Financial directions to NHS England
The government's financial directions to NHS England set out its budgets for each financial year.
The government’s financial directions to NHS England confirm how its budget is broken down for the year ahead. There is a legal requirement for the financial directions to be laid in Parliament each year before 31 March.
The financial directions set:
- the opening funding position for the following financial year
- a closing position for the current financial year
They are revised each year to reflect changes to budgets that have occurred in-year.
Prior to 2023 to 2024, the financial directions were part of the NHS mandate. Under the Health and Care Act 2022, the financial directions to NHS England are now required to be published separately.

NHS mandates 2012 to 2023
Prior to 2024, the government’s financial directions for NHS England were published alongside the NHS mandate.
