The Supplementary Environmental Statement 1 (SES1) and Additional Provision 1 Environmental Statement (AP1 ES) are separate environmental statements but have been produced as combined reports. Both the SES1 and AP1 ES provide an update to the main ES (the Environmental Statement submitted with the High Speed Rail (Crewe – Manchester) Bill (‘the Bill’) to Parliament in January 2022), and should be read in conjunction with the main ES.
The SES1 (Part 1) reports on the likely significant environmental effects of updated environmental information, changes to the design and construction scheme assumptions within the existing powers and limits of the Bill.
The AP1 ES (Part 2) reports on the likely significant environmental effects of the amendments within the AP (i.e. amendments to the Bill which are outside the scope of the existing powers and limits of the Bill).
A ‘Guide to the SES1 and AP1 ES’ has been prepared to help you identify the documents which are most relevant to you.
We recommend reading the non-technical summary (NTS) first, which gives a summary of the likely significant residual effects in each geographic area (‘community areas’) reported in the SES1 and AP1 ES, which are new or different to those reported in the main ES. Documents listed under Volume 2 present any new or different likely significant environmental effects that arise from the changes and amendments in each of the community areas reported in the SES1 and AP1 ES. Further details of the assessment are presented in the technical appendices in Volume 5. These effects are compared to those reported in the main ES. The NTS also gives a summary of any new or different likely significant residual effects arising at a route-wide level (i.e. at a geographical scale greater than the community areas), compared to those reported in the main ES (further details can be found in Volume 3).
Following the deposit of the Additional Provision, Parliament held a public consultation on the documents which ran between 6 July and 1 September 2022. The consultation allowed interested parties to send any comments they may have had on the SES1 and AP1 ES to the Secretary of State for Transport. An independent assessor has been appointed by Parliament and they will now prepare a report summarising the issues raised by the comments made on the SES1 and AP1 ES. The responses received by the Secretary of State and the independent assessor’s report will be available to Members of Parliament for consideration in due course.
Non-technical summary
This document is a summary in non-technical language of the changes reported in the SES1 and amendments reported in the AP1 ES. It presents a summary of any likely residual significant effects on the environment, which are new or different to those reported in the main ES submitted to Parliament in January 2022 in support of the hybrid Bill for High Speed Rail (Crewe – Manchester).
Volume 1: Introduction and methodology
Volume 1 is an introduction to the SES1 and AP1 ES. This volume provides an overview of changes included within SES1 and the amendments in AP1 ES.
Volume 1 also contains a glossary of terms, list of abbreviations and references used in SES1 and AP1 ES.
Volume 2: Community Area reports and Map Books
SES1 and AP1 ES includes changes and amendments within the following community areas:
- MA01: Hough to Walley’s Green;
- MA02: Wimboldsley to Lostock Gralam;
- MA03: Pickmere to Agden and Hulseheath;
- MA04: Broomedge to Glazebrook; and
- MA05: Risley to Bamfurlong
These folders contain a report for each of the above community areas (MA04 and MA05 have been combined in to one report) and a map book (except for MA04 and MA05).
Volume 2 reports the supplementary environmental information and changes to the design and construction assumptions included within SES1 (Part 1), amendments within the AP1 ES (Part 2) and any new or different likely significant environmental effects arising from these changes and amendments in each community area. The map books contain maps highlighting the SES1 design changes and AP1 amendments for MA01, MA02 and MA03.
Volume 3: Route-wide effects
Volume 3 reports any new or different likely significant environmental effects of the construction and operation of HS2 Phase 2b Crewe – Manchester arising on a route-wise level from the supplementary environmental information and changes to the design and construction assumptions included in the SES (Part 1), and amendments within the AP1 ES (Part 2) compared with those reported in the main ES.
Volume 5: Technical Appendices and Map Books
These reports and map books are the technical appendices (Volume 5) for SES1 and AP1 ES.
Background Information and Data and Map Books
These documents set out the Background Information and Data (BID) that accompanies the High Speed Rail (Crewe – Manchester) Supplementary Environmental Statement 1 (SES1) and Additional Provision 1 Environmental Statement (AP1 ES).
These documents do not form part of the High Speed Rail (Crewe – Manchester) Supplementary Environmental Statement 1 and Additional Provision 1 Environmental Statement.
