Guidance

The Supplementary Environmental Statement 2 (SES2) and Additional Provision 2 Environmental Statement (AP2 ES) are separate environmental statements, but have been produced as combined reports. Both the SES2 and AP2 ES provide an update to the main ES (the Environmental Statement submitted with the High Speed Rail (Crewe – Manchester) Bill (‘the Bill’) to Parliament in January 2022), and the SES1 and AP1 ES submitted in July 2022 where relevant, and should be read in conjunction with them.

The SES2 (Part 1) reports on the likely significant environmental effects of updated environmental information, changes to the design and construction assumptions within the existing powers and limits of the Bill.

The AP2 ES (Part 2) reports on the likely significant environmental effects of the amendments within the AP2 (i.e. amendments to the Bill which are outside the scope of the existing powers and limits of the Bill).

A ‘Guide to the SES2 and AP2’ has been prepared to help you identify the documents which are most relevant to you.

We recommend reading the non-technical summary (NTS) first, which gives a summary of the likely significant residual effects in each geographic area (‘community areas’) reported in the SES2 and AP2 ES, which are new or different to those reported in the main ES and the SES1 and AP1 ES, where relevant. Documents listed under Volume 2 present any new or different likely significant environmental effects that arise from the changes and amendments in each of the community areas reported in the SES2 and AP2 ES. Further details of the assessment are presented in the technical appendices in Volume 5. These effects are compared to those reported in the main ES and the SES1 and AP1 ES, where relevant. The NTS also gives a summary of any new or different likely significant residual effects arising at a route-wide level (i.e. at a geographical scale greater than the community areas), compared to those reported in the main ES and SES1 and AP1 ES, where relevant (further details can be found in Volume 3), and gives a summary of any new or different likely significant residual effects arising at an off-route level, compared to those reported in the main ES (further details can be found in Volume 4).

We are running a consultation on the SES2 and AP2 ES which closes at 11:45pm on 31st August 2023.

Non-technical summary

A summary, in non-technical language, of the HS2 Phase 2b Crewe-Manchester SES2 and AP2 ES.

Volume 1: Introduction and methodology

Volume 1 is an introduction to the SES2 and AP2 ES. This volume provides an overview of changes included within SES2 and the amendments in AP2 ES.

Volume 1 also contains a glossary of terms, list of abbreviations and references used in SES2 and AP2 ES.

Volume 2: Community area summary reports and map books

The SES2 and AP2 ES includes changes and amendments within the following community areas:

• MA01: Hough to Walley’s Green;

• MA02: Wimboldsley to Lostock Gralam;

• MA03: Pickmere to Agden and Hulseheath;

• MA06: Hulseheath to Manchester Airport

• MA07: Davenport Green to Ardwick

• MA08: Manchester Piccadilly Station

These folders contain a report and a map book for each of the above community areas.

Volume 2 reports the supplementary environmental information and changes to the design and construction assumptions included within SES2 (Part 1) and amendments within the AP2 ES (Part 2) and any new or different likely significant environmental effects arising from these changes and amendments in each community area. The map books contain maps highlighting the SES2 design changes and AP2 amendments for MA01, MA02, MA03, MA06, MA07 and MA08.

Volume 3: Route-wide effects

Volume 3 reports any new or different likely significant environmental effects of the construction and operation of HS2 Phase 2b Crewe – Manchester arising on a route-wide level from changes in the SES2 (Part 1) and amendments in AP2 ES (Part 2) compared with those reported in the main ES and SES1 and AP1 ES, where relevant.

Volume 4: Off-route effects

Volume 4 reports any likely significant environmental effects of the construction and operation of HS2 Phase 2b Crewe – Manchester in areas not on the proposed line of route, compared with those reported in the main ES.

Volume 5: Technical Appendices

These reports and map books are the technical appendices for SES2 and AP2 ES.

Background information and data

These documents provide the background information and data and supporting map books used to inform reports on the environmental effects presented in the SES2 and AP2 ES.

These documents and map books do not form part of the HS2 Phase 2b SES2 and AP2 ES.

Competency statement

Provides the qualifications of the consultants involved in producing the HS2 Phase 2b SES2 and AP2 ES.
