Independent review of build out

The independent review of build out was announced by government at Budget 2017 and was led by the Rt Hon Sir Oliver Letwin MP.
Its purpose was to explain the significant gap between housing completions and the amount of land allocated or permissioned in areas of high housing demand, and make recommendations for closing it.
A preliminary update was published on 13 March 2018, draft analysis on 25 June 2018 and the final report was published on 29 October 2018.
The government responded in full on 13 March 2019. In this response, the Secretary of State for Housing, Communities and Local Government confirmed that the government will publish additional planning guidance on housing diversification – to further encourage large sites to support a diverse range of housing needs, and help them build out more quickly.
A new Accelerated Planning Green Paper will also be published to accelerate the planning process for new homes. Details of the new Green Paper will be published in due course.
