Post Opening Project Evaluation (POPE) of Local Network Management Schemes (LNMS)
Highways England undertakes reviews of smaller road improvement schemes to measure impact against forecast.
POPE LNMS reports are produced ‘1 year after’ the opening of a road scheme.
Large LNMS reports contain the detailed results for each evaluated LNMS which cost more than £1m to build. There is also a map showing all evaluated large LNMS schemes.
The POPE LNMS Annual Evaluation Report, containing the results of a meta-analysis of all scheme evaluations to date, is published each year. This highlights any interesting or emerging trends.
The Pinch Point programme was announced in 2011 and saw the initial investment of £317m made across 119 schemes.
The focus of the programme was to invest in small scale enhancements (costing up to £10m) which stimulated growth in the local economy (by supporting local housing, employment sites, Economic Growth Areas or gateways); relieved congestion; and/or, improved safety.
The types of schemes delivered within the programme included junction improvements, slip road widening, signage and CCTV technology schemes.
The Pinch Point Meta-Analysis looks at a sample of 54 schemes that had One Year After evaluations completed. The sample covers a spread of schemes delivered geographically and across a range of scheme types and investment levels. The findings from this Meta Report have been used to help identify themes and emerging trends across the schemes evaluated.
