Following careful review of the consultation responses and the valuable engagement we had with stakeholders over the summer, in November 2016 we published our conclusions on our initial consultation.
On 31 October 2018 the Office of Rail and Road published its Periodic review 2018: final determination.

Consultation description
The Office of Rail and Road are seeking views on the 2018 periodic review. The 2018 periodic review determines:
- Network Rail’s outputs and funding in between 1 April 2019 to 31 March 2024, which in turn may determine the service:
- passengers and freight customers receive
- taxpayers pay for
- the access charges for Network Rail’s passenger, freight and charter train operator customers
- the wider ‘regulatory framework’, including the financial framework for Network Rail including incentives
The document reflects both Office of Rail and Road’s work over the last year and the wider debate on Network Rail’s structure and issues.
