Detail of outcome
The Building Safety Levy will ensure developers contribute to fixing unsafe buildings, protecting leaseholders and taxpayers from remediation costs. This document summarises the feedback from the second technical consultation on the levy and provides the government’s responses. Feedback from the first consultation was used to develop the proposals outlined in the second technical consultation, which provided a greater level of detail on the operation of the levy, covering the following areas:
- methodology for levy calculation
- the collection process
- disputes and appeals
- further exclusions

The levy will be implemented in Autumn 2026, giving local authorities and developers time to prepare. It is part of the government’s broader effort to improve building safety and prevent future tragedies.
The levy rates for each local authority are also published in Annex A of the government’s consultation response.
