The government response to this consultation is available on the future improvements to the Capacity Market (CM) consultation page.

The response outlines how the government intends to implement the majority of proposals outlined in the coronavirus (COVID-19) easements consultation.

Following positive stakeholder feedback, the government will implement, with some minor expansions in scope, the proposed easements to certain CM milestones and deadlines to support capacity providers during the coronavirus pandemic while ensuring security of supply. The easements will be temporary and only remain in place as long as necessary.

The response also includes the government’s response to 2 other CM consultations:

• future improvements to the CM, February 2020
• CM emissions limits, July 2019

Summary

We're seeking views on ways to relax certain Capacity Market obligations and deadlines, reduce the burden and minimise terminations during COVID-19.

Consultation description

We would like views on proposals to introduce temporary rules to modify the application of the Electricity Capacity Regulations 2014 and Capacity Market (CM) Rules during the pandemic, in order to:

• remove or relax certain obligations and deadlines
• reduce administrative and operational burdens
• minimise the likelihood of terminations
• give capacity providers more time to appeal
• provide the Secretary of State greater discretion to extend the time for capacity providers to achieve compliance

We’re seeking views on ways to relax certain CM obligations and deadlines, reduce administrative and operational burdens, and minimise the likelihood of terminations arising as a result of the COVID-19 pandemic.
