Consultation description
The QCPR is a National Statistic that presents the numbers, intake and outflow of all civilian personnel employed by the Ministry of Defence (MOD).
Prior to April 2015, the primary purpose of the QCPR was to facilitate monitoring of civilian personnel reductions under the SDSR. Post-April 2015 it will be used to report MOD civilian statistics and facilitate monitoring of progress towards any target arising from SDSR 2015.
Currently the QCPR reports numbers of civilian personnel using the following definitions:
a. Level 1: this includes permanent and casual personnel, Royal Fleet Auxiliary, but excludes Trading Funds and locally engaged civilians
b. Level 0: this includes all those at Level 1, plus Trading Funds and Locally Engaged Civilians
c. SDSR baseline: this includes all Civilian Level 0 personnel, but excludes NACMO funded local engaged civilians in Afghanistan and personnel on US Visiting Forces (USVF) stations
We intend to remove the SDSR baseline from the report.
