Proposed cessation of the following Official Statistics: Civilian Performance Management Outcomes Report

Summary
The Ministry of Defence (MoD) publishes an Official Statistic on Performance Management Outcomes for civilian personnel employed by Top Level Budgetary Areas. We are seeking external users’ views on the cessation of this report.
Background
Civilian Performance Management Outcomes Report is an annual report that has been published on Gov.uk since December 2014. This statistical release presents figures on the performance management outcomes for civilian personnel below SCS grade employed by Ministry of Defence core Top Level Budgets. The results are provided for each protected characteristic allowing for comparisons to be made across groups. This report was not produced in 2020 because the Performance Appraisal Review system was suspended. The latest publication was produced in 2019.
Reasons for proposed change
Since financial awards given to Civilian Personnel are no longer directly linked to the Performance Appraisal Review, the interest in the product has dropped significantly.
The customers for the product are Civilian HR who share the report with the Trade Union groups. Civilian HR have agreed that an internal report that provides outcomes from both the Performance Appraisal Reviews and In-Year rewards would better suit their needs.
There is little external interest in this publication and it is a better use of team resource to produce an internal report that meets internal policy needs. This is in line with the position adopted by other government departments, the majority of which no longer publish performance management outcome data.
Timings
The consultation will run for two weeks from Monday 16 August 2021. This consultation complies with the Government’s Code of Practice on Consultations. As long as there are no objections during the consultation period, the publication of this report will cease.
