The Office of Rail and Road (ORR) formally accepted the commitments offered by the Rail Assessment Centre Forum (RACF), which are now legally binding on RACF. ORR also brought its investigation to an end.

Consultation description

In March 2021, the Office of Rail and Road (ORR) informed Rail Assessment Centre Forum (RACF) that it had opened a formal investigation, having determined that it had reasonable grounds to suspect that the RACF had infringed competition law in relation to its membership rules in the UK.

RACF then offered the following commitments:

  1. to adopt rules of membership in the form agreed by ORR
  2. to notify ORR of any changes to the rules of membership
  3. to make the rules, and an explanation of the rules, publicly available on RACF’s website
  4. to retain information on membership applications and decisions
