Following the completion of the consultation process and review of the comments received Edition 2 of “Merchant Shipping Notice (MSN) 1823 – Safety Code for Passenger Ships Operating Solely in UK Categorised Waters” will be published with amendments.
Post consultation note: Edition 2 of the Code was published on 22nd December 2017.

Consultation description
This consultation concerns proposed changes to MSN 1823 – the Safety Code for Passenger Ships Operating Solely in UK Categorised Waters, first introduced in 2010. These changes are considered necessary to address:-
- a number safety requirements that are disproportionate to the level of risk encountered by a majority of applicable ships;
- a smaller number of requirements for which the standards laid down were not sufficiently robust
There are also several other modifications that make no changes, but aim to better explain or clarify certain existing requirements.
Once agreed, the changes will be implemented through MSN 1823 Edition 2 (“the revised Code”), which will apply to newbuild ships, and will not be retrospective. We would be grateful for your views on the proposed amendments themselves, and also whether they will have any impact on your business; positive or negative.
