The government response confirms the government’s decision on implementing a series of amendments to the Supply Chain Plan questionnaire ahead of Allocation Round 5. The consultation asked for views on the following:
- the clarity of the proposed questions
- the extent to which the questions support the Supply Chain Plan objectives
- other questions that should be included in the questionnaire
- the scoring methodology
- the weighting attributed to questions
- a bespoke questionnaire for Floating Offshore Wind applicants
We have published final versions of the following documents:
- the Supply Chain Plan questionnaire for projects over 300MW
- the Supply Chain Plan questionnaire for Floating Offshore Wind projects below 300MW
- guidance on how to complete the questionnaire and on the Supply Chain Plan process as a whole
A handful of amendments relating to specific questions have been made including:
- broadening the scope of potential commitments able to be given for some questions
- further clarified guidance relating to the types of commitments that can be used
- additional examples clarifying what is meant by industry standards and common practices
Detail of feedback received
We received 18 responses from a variety of stakeholders, including:
- renewable electricity developers
- associated supply chain firms
- trade associations
Most respondents were supportive of the proposed amendments to the standard Supply Chain Plan questionnaire and the Supply Chain Plan questionnaire for Floating Offshore Wind projects below 300MW. Many respondents suggested additional amendments, some of which the government has adopted for AR5, others will be considered for AR6.

In preparation for Allocation Round 5, we recently consulted on further amendments to the Contracts for Difference (CfD) scheme, including ways to strengthen the Supply Chain Plan Process. We have published the government response to that consultation.
This consultation follows on from that, and proposes amendments to the Supply Chain Plan questionnaire. We’d like views on:
- the clarity of the proposed questions
- the extent to which the questions support the Supply Chain Plan objectives
- other questions that should be included in the questionnaire
- the scoring methodology
- the weighting attributed to questions
- a bespoke questionnaire for Floating Offshore Wind applicants
