Detail of outcome
The DCC must have a ‘Procurement Strategy for Relevant Service Capability’ and a ‘Statement of Service Exemptions’ in place and approved by the Secretary of State within 12 months of licence award (i.e. by 23 September 2014).
- The Procurement Strategy sets out the nature and extent of the DCC’s procurement activity, including how it intends to determine which capabilities are needed and a forward plan for procurement
- The Statement of Service Exemptions sets out the characteristics of properties which, for the time being, need not be served by the DCC either because of the geographical area in which they are located or because of some physical characteristics of the property
Following comments received during consultation the DCC has revised the documents. In particular the DCC set out more detail in the Procurement Strategy on the process it will follow in the event that it does not undertake a competitive procurement (as allowed under certain defined circumstances). It also set out, in the Statement of Service Exemptions, more detail on how it will report back on achievement against the regulatory targets. We have analysed the comments received and the revised documents and have concluded that the revised documents are fit for approval. Separately, we will write to the DCC confirming approval.
