The Department for Transport considered the feedback received through the consultation and made a number of amendments to the text based on this feedback. We have now laid a revised National Networks National Policy Statement before Parliament for their consideration.
The government response to the consultation summarises the responses to the public consultation and the issues that were identified. Whilst all responses have been considered, this document does not attempt to set out the government’s response to every single point raised. Instead, it concentrates on the key themes which arose from the consultation and explains how they have been taken into account in shaping the revised NNNPS and associated documents.
The draft revised National Networks National Policy Statement was also subject to Parliamentary scrutiny by the Transport Select Committee, which published its report on 20 October 2023. The government has also published a response to the committee’s report.
Detail of feedback received
We received:
- 186 responses from industry, members of the public and other interested parties
- an additional 479 responses which were part of campaigns making consistent and similar points of relevance to the NNNPS

Consultation description
We are seeking views on revisions to the National Networks National Policy Statement (NNNPS). The NNNPS covers the strategic road and rail networks and strategic rail freight interchanges (SRFIs).
The NNNPS needs to be reviewed to ensure that it remains fit for purpose in supporting the government’s commitments for appropriate development of infrastructure for strategic road, rail and rail freight interchanges.
The current NNNPS was designated in 2014. The principal purpose of this consultation is to identify whether the draft revised national policy statement presented is fit for purpose. This means whether it provides a suitable framework to support decision making for nationally significant infrastructure road, rail and strategic rail freight interchange projects.
This consultation also seeks views on the following, which have been carried out in relation to the draft NNNPS:
- appraisal of sustainability
- habitats regulations assessment
