Consultation description

20 November 2024

Options assessment published (10am); updated (4pm) to clarify in the Summary Table p19, the number of measures installed under ECO4 compliance and GBIS compliance in the preferred way forward.

We’re seeking views on:

  • mid-scheme updates to the current Energy Company Obligation scheme (ECO4) and Great British Insulation Scheme (GBIS)
  • the introduction to both schemes of a voluntary Pay-For-Performance mechanism (PFP)

PFP would reward participating suppliers for delivering retrofits with additional monitoring, thereby driving higher quality retrofits.

The consultation is open to all but of particular relevance to:

  • energy suppliers
  • energy efficiency installers
  • energy efficiency measure manufacturers and associated software developers
  • local authorities
  • consumer groups
  • academic groups
