The government response sets out mid-scheme amendments to the Energy Company Obligation (ECO) schemes, ECO4 and the Great British Insulation Scheme (GBIS), both of which will run until March 2026.
The current ECO schemes use the Standard Assessment Procedure (SAP) and Reduced data SAP (RdSAP) methodologies to assess the energy efficiency ratings of properties before and after retrofit is completed, and for scoring retrofits.
We will amend legislation to bring both schemes in closer alignment with wider industry practice on how energy efficiency ratings are determined.
The response outlines requirements for when each version of RdSAP and SAP must be used within the ECO schemes and how the transition will be managed.

Consultation description
This consultation sets out proposals for mid-scheme amendments to the Energy Company Obligation (ECO) schemes:
- ECO4
- the Great British Insulation Scheme
Both schemes run until March 2026.
We are proposing amendments to legislation so that both schemes use the latest versions of the Standard Assessment Procedure (SAP) and Reduced Data SAP (RdSAP). We would like your views on the transitional arrangements needed to make this change.
We would like to hear from a wide range of stakeholders, including:
- energy suppliers
- energy efficiency installers
- other scheme participants with views on the proposals
The consultation covers ECO4 and the Great British Insulation Scheme for the period spring 2024 to March 2026.
