Government response to the Consultation on the Energy Performance of Buildings Directive ((EU) 2018/844) which amends the previous Directive (2010/31/EU). The amendments proposed in this consultation will be made by changes to the Energy Performance of Buildings (England and Wales) (Amendment) Regulations 2020
The consultation proposed to increase the threshold of the current air-conditioning inspection regime to include only air-conditioning systems and combined air-conditioning and ventilation systems with an effective rated output of more than 70kW. 87% of respondents disagreed to the proposal.
As a result of industry engagement, evidence from stakeholder responses and consideration of the cost benefit analysis, within the context of Government’s wider climate change targets, the Government intends to diverge from the European Commission’s proposal and to retain the existing threshold for the inspection of the energy efficiency of air-conditioning systems that have an effective rated output of more than 12kW.

Consultation description
This consultation seeks views on proposals to amend the existing Energy Performance of Buildings (England and Wales) Regulations 2012 (SI2012/3118) for domestic and non-domestic buildings which will contribute to improving the energy efficiency of buildings and reducing carbon emissions.
The consultation sets out proposals about the Government‘s plans to meet the requirements for inspections of heating systems in England and Wales and also consults on options to revise requirements for the inspection of air-conditioning systems.
