Contingent relaxation of licensing hours during the semi-final and final of the 2024 UEFA European Championship (accessible)

The Home Office would like to thank everyone who took part in the consultation and appreciates the time taken to complete the consultation on the contingent relaxation of licensing hours during the semi-final and final of the 2024 UEFA European Championship.
A total of 96 responses were received. Of these, 31 contained no relevant information to any of the questions and were deemed unusable. The analysis presented in this report is based on the 65 complete responses.
The consultation included 6 questions; 5 of these contained closed response options and one was open-ended to permit a written response. The responses to the 5 closed response questions are presented below in graph form.
As demonstrated, the consultation concluded that the majority of respondents agreed with extending licensing hours for the semi-final and final of the 2024 UEFA European Championship in the event that England and/or Wales and/or Scotland reach these stages of the tournament. The majority of respondents also agreed that the order should only apply to the sale of alcohol for consumption on site in licenced premises in England and Wales.
The consultation also indicated that the majority of respondents were in favour of extending licensing hours on the days of the matches (the 9th and/or 10th July and 14th July) until 1am the following day in the event that England and/or Wales and/or Scotland reach the semi-finals or finals.
The final question was: “If you disagree with this proposal, please give reasons”. There were 16 responses. These responses fell broadly into 3 categories:
- health impacts or harms
- crime and disorder
- general inappropriateness
Comments expressed concern about the negative impact that increased licensing hours could have on crime and disorder. An example of this is: “Excessive alcohol consumption on premises where people gather intent on drinking excessively for such events impacts in a negative way on crime and disorder, and public nuisance”.
