In line with the responses to this consultation, government has decided to implement Option 3 which will repeal the availability of the green import exemptions for the Contract for Difference and Feed-in Tariff schemes. We will seek to amend the relevant legislation for:
- these changes to take place and come into force from 1 April 2023
- the UK recognition of EU Guarantees of Origin to cease from 1 April 2023
Ofgem will review current guidance and amend to reflect these changes.
Detail of feedback received
We received 28 responses to this consultation, all from organisations within the energy environment. Types of organisation included:
- suppliers
- generators
- certificate traders
- representative bodies
Responses generallly backed the option to repeal the green import exemptions for the CfD and FIT schemes and for the implementation of this repeal to take place from 1 April 2023, in line with the reporting year.
The date of 1 April was also generally favoured for the UK to cease the recognition of EU Guarantees of Origin.

Consultation description
The cost related to the Contract for Difference (CfD) and Feed-in Tariff (FIT) schemes are levied on GB electricity suppliers. These suppliers can seek exemption from a portion of these costs in respect of renewable electricity generated in an EU member state and supplied to customers in GB.
In this consultation we’re seeking views on:
- options relating to changes to the current scheme cost exemptions
- timings related to the intended removal of GB recognition of EU Guarantees of Origin
