The evidence provided highlighted mixed views on the issue of latent capacity and if it should be capped in the over 10m scallop and shellfish fleet. It highlighted concerns around the sustainability of shellfish and scallop stocks and proposed a range of alternative management measures.
Defra will continue to work with industry groups and use this evidence to develop policy measures covering capacity and effort for particular fisheries or species as a critical element in managing stocks.

Consultation description
We want to know what you think about latent capacity (unused fishing permits and entitlements) in the scallop and shellfish fleet for vessels over 10m in England.
Your views will help us gather information around the risks the uptake of latent capacity presents to the sustainability of the stocks (king scallops, crabs, lobsters and crawfish) and identify challenges the sectors are facing.
The evidence we collect will be used to assess and support future management measures in the scallop and shellfish sector fleets.
