Our proposals for the final design of Phase 3 of the fund and its detailed scheme features were well received. They covered:
- who will be eligible to apply
- which technologies we will support
- support for feasibility / engineering studies
- different types of funding support
- delivery of the fund
The government response includes a summary of the feedback received.
IETF Phase 3 will open in January 2024.
Detail of feedback received
We received 112 responses:
- 19% from trade associations
- 35% from large businesses
- 42% from SMEs
The majority (57%) of respondents were from the manufacturing sector, but there was good representation from the agriculture, power, mining and quarrying, and waste management and recovery sectors.
Trade associations, consultancies, technology providers, research centres and think tanks were also well represented.
The IETF operates in England, Wales and Northern Ireland: we had a good spread of responses across the nations.
The proposed design changes apply only to the DESNZ IETF, but Scottish companies were also invited to respond: we will share responses with the Scottish Government to help refine any future Scottish IETF.
The strong representation of companies based both within and outside of industrial clusters provides useful intelligence for the IETF and wider DESNZ decarbonisation policies.

Consultation description
The Industrial Energy Transformation Fund (IETF) Phase 3 will support businesses with high energy use to:
- cut their bills and emissions through increased energy efficiency
- reduce their emissions by decarbonising industrial processes
This consultation seeks views to help us finalise the design of Phase 3 of the fund, which will run until 2028. It outlines our proposals for:
- who will be eligible to apply
- which technologies we will support
- providing support for feasibility / engineering studies
- different types of funding support
- the delivery of the fund
We are also seeking views on the long-term role of government support post 2025 to help inform the development of future industrial policies.
We would prefer to receive your responses via the online form if possible.
