Monitor’s Risk assessment framework sets out the expectation that NHS foundation trusts should carry out an external review of their governance every 3 years.

This draft guidance contains proposals for structuring these reviews.

Monitor is looking for views on :

  • its governance review framework
  • the proposed approach to carrying out the reviews
  • the proposed approach for choosing an independent reviewer
