This report summarises the responses to our consultation on reform of level 3 vocational qualifications for 16- to 19-year-olds which took place from 7 March 2013 to 10 May 2013. It sets out the government’s decision to publish only vocational qualifications that meet the interim requirement set out in the level 3 vocational qualifications for 16- to 19-year-olds and the 2016 school and college performance tables technical guidance for awarding organisations.

This consultation presents proposals to establish rigorous standards for level 3 vocational qualifications taken by 16- to 19-year-olds in schools and colleges from September 2014, so that only high-value qualifications count in performance tables.
